no 1317 did not get busted I was just wondering what whould happen

I've read a fair amount about this on this site and it sounds like LE don't really want to bust customers, but rather the establishment. One guy said all you need to do is throw the towel on and lay down and say you were getting a massage. How can they prove otherwise without a camera, etc.?
