WARREN - Officials are looking at ways to revise legislation that governs the operation of massage parlors in the city.

At a legislative committee meeting on Monday, officials discussed limiting the number of licenses issued to massage therapists to 10, the current number already established in the city.

Assistant city law director James Ries said he is drafting legislation to add to the current ordinance. He intends to have the additions and revisions in council's hands this month.

In recent months, officials have expressed concerns over massage parlors in the city. Of the 12 in Trumbull County, 10 are in Warren.

City Council is considering increasing fees for licenses. Also, the current legislation prohibits individuals from providing massage services to members of the opposite sex. Ries said because that stipulation is outdated, he intends to omit it from the city ordinance.

In the past, officials have also discussed increasing the number massage parlor inspections and adding a requirement that Warren massage parlors keep an appointment book listing names and addresses of patrons along with services performed.

Councilwoman Helen Rucker, D-at Large, and Councilwoman Cheryl Saffold, I-6th Ward, committee chair, each said they are concerned about the possibility of human trafficking taking place at some of the establishments. However, city police and health officials said there's no evidence that any of the massage parlors here have been conducting any illegal activity.

Recently, Tokyo Health Spa, 2970 Parkman Road N.W., was shut down for a week when it was discovered an unlicensed person was doing computer work there. In October, that establishment and two others, VIP Spa, 420 W. Market St., and Moon Night Spa, 3875 Youngstown Road S.E.,were shut down each for one week due to an unlicensed person on the premises.

Officials said their attempts to strengthen laws governing the operation of massage parlors are in response to residents' concerns, as well as their own, about Warren's image and the safety of the community.

"We are very concerned about our residents and whether there is illegal activity at these places," remarked Saffold. "If there is, we need to do what we can to stop it. If not, then we need to prevent it from taking place."

Look at all the posts this last weekend for VIP Spa as an example.

No wonder the Warren Council is looking at our spas again.

You got a few guys on here who can't keep anything to themselves.

I wonder how your favorite spa providers will feel if they lose their jobs.

Some guys never learned their lessons from last summer.

I have been to VIP Spa once or twice. I enjoyed my visits. Never a hassle and the lady I saw was very nice and never demanded that I partake in illegal activity.

The City Council must be mistaken!

Are all your VIP Spa reviews "fantasies"?

I am also a VIP Spa customer.

You are not doing any good by broadcasting the personal issues of providers on this website in reviews.

If you really want to help a provider out, keep your mouth shut and quit posting their personal business on the internet.

First, there were a lot of lies told about her. My only intent was to disspell those lies. Two women made her out to be a monster which she is not.

Second, she wanted me to post the reviews. VIP has not been busy so I told her I would submit the reviews. She thanked me.

But, your point is well taken. I won't write any more reviews. Too many people with negative nasty comments.

I understand the point of the reviews of our fantasies may be used to drum up support for legal action, but honestly I have consistently been asked to write reviews whenever I have visited Sun Spa by Sammy. She always wants me to try the new girl and always asks that I write a review. I figure she has a pretty good idea of how much this current tempest in a teapot will affect her business as she is spending a ton of money to relocate on the same street.

Last time this came u, in the local newspaper, the comments by the people of Warren were about 5 to 1 that the city had better things to worry about then the Spas... Just my opinion...

Just because you are asked to write a review does not mean you have to do it.

When the newspapers are indicating that Warren police and the health department are looking at investigating the spas, that is no time to be publishing tons of reviews here and on the other forums.

I share info on spas and providers, but I do it by PM's and try to keep things off the radar as much as possible.

Sure the providers like the extra traffic reviews generate, but IME, it is drawing too much negative attention from LE, health dept, community activists (black church leaders who I believe are racially biased against asian spa women and white customers) and other "concerned citizens" who have nothing better to do with their time than look for a righteous cause to persue (the anti-spa agenda).

I am keeping my chin down and my guard up while the media heat is on our spas.

I will not publish reviews.

Last time I took notice, there is no law against writing a fantasy erotic review, nor any law making such "fictional non-sense" grounds for incriminating any real person. Of course none of the fine massage providers at any duly licensed spa would ever break any law (real or imagined). And I think that the more down-to-earth and rational people in city government are aware of that.

If that bit is true about the racial angle, I am truly disgusted. As for some of those "others," people like that are their own punishment.

Rev. Jackson, Rev. Sharpton come to mind when I think about the black leaders who are promoting the "anti-spa" agenda in Warren. Of course there is a racial component underscoring their actions. You would be foolish to think otherwise.
