Interesting. I always thought "outside" meant you fingered her bare clit or vaginal lips, but "inside" meant you inserted fingers in her vagina. Fingers inside the vagina always seemed like taking it to a next level for me (and the woman). Although I suppose the same could be said for inside vs. outside of panties, I never thought about pants figuring into the equation.
